The meeting, held from August 5–7, 2026, was organized by ActionAid Nigeria (AAN), the GIZ Global Programme Sustainable Agricultural Systems and Policies (AgSys) Nigeria, the Federal Ministry of Budget and Economic Planning (FMBEP), the Federal Ministry of Agriculture and Food Security (FMAFS), Community of Agriculture Non-State Actors (COANSA) and the Department of Agriculture and Rural Development of the ECOWAS Commission.
In a joint communique issued at the end of the meeting, stakeholders expressed deep concern over the persistent underfunding of Nigeria’s agricultural sector. Aggregate public expenditure on agriculture across the Federal Government, 36 States, and the FCT stood at approximately 4.58% in 2026; far below the 10% target mandated by the Comprehensive Africa Agriculture Development Programme (CAADP) and the Kampala Declaration (2026–2035).
Furthermore, capital budget implementation at the state level averaged only 50% between 2023 and 2025, driven by delayed releases clustered toward the end of the fiscal year. Participants emphasized that because agriculture is seasonal and time-sensitive, delayed releases cause missed planting windows, compromised procurement, and reduced overall productivity.
Developed by stakeholders as a costed proposal, the 2027 Agrifood Systems Shadow Capital Budget totals ₦3,296,762,533,545 (equivalent to 6% of the ₦54.99 trillion national reference budget).

The proposal allocates strategic investments across six core CAADP focus areas, namely Sustainable Food Production and Trade, Food and Nutrition Security, Investment Financing, Inclusivity and Livelihoods, Resilience to Shocks, Governance and Accountability and Actionable Recommendations.
The communiqué outlined actionable measures aimed at driving food systems transformation and economic resilience:
They urged the Federal Ministry of Budget and Economic Planning, FMAFS, and the National Assembly to integrate the ₦3.3 trillion citizen proposal into official 2027 planning.
Also stakeholders called on the Federal Ministry of Finance and Office of the Accountant-General to publish a predictable release calendar aligned with agricultural planting calendars.
Gender and Disability Inclusivity: Enforce dedicated allocations ensuring at least 35% benefit targeting women, youth, and Persons with Disabilities (PWDs) in line with the Revised National Gender Policy on Agrifood Systems Transformation.
Agroecology and Climate Resilience: Shift focus away from sole reliance on chemical fertilizers toward nature-based solutions, organic inputs, bio-pesticides, integrated pest management, and widespread agricultural insurance.
Conflict and Risk Mitigation: Launch improved pasture development initiatives to tackle the persistent farmers-herders conflicts while recapitalizing the Nigeria Agricultural Insurance Corporation (NAIC).
The communique was formally endorsed by participating public institutions, civil society organizations, and international partners, including the Small-Scale Women Farmers Organisation in Nigeria (SWOFON), Young Farmers in Nigeria (YoFiN), the National Agricultural Development Fund (NADF), the Nigeria Governors' Forum (NGF), Community of Agriculture Non-State Actors (COANSA), and representatives from the National Assembly.
