As said by him, under-investment in agriculture causes low productivity, lack of adoption of technologies, disempowerment of smallholder farmers, food and nutrition insecurity.
Public investment in agriculture, he said, has been identified as a commitment that would enhance agricultural transformation in Africa under Comprehensive Africa Agriculture Development Programme (CAADP) programme.
Olayide, who is reputed as a consultant researcher, enjoined member states to recommitt to the minimum of 10 per cent of government spending to agriculture annually
He also underscored the importance that significant and positive relationship exist between agriculture finance and the Malabo overall scorecard.
“Members states who spend up to 10% of total government expenditure on agriculture are on-track to achieve the Malabo commitments, and only two member states are currently on track,” he said.
Therefore, he posited that ending hunger, poverty, women disempowerment, food and nutrition insecurity may remain a mirage unless the member states are re-committed to 10% of total government expenditure on agriculture.
