Floodprone: NIHSA says Anambra, Rivers, Bayelsa 10 other states on watchlist - NaijaAgroNet

The Nigeria Hydrological Services Agency (NIHSA) has listed Anambra, Rivers, Bayelsa and 10 others states as floodprone and warned residents to be watchful, reports NaijaAgroNet.

Other states on the watch list as gathered by NaijaAgroNet include Kebbi, Niger, Kwara, Kogi, Edo, Delta, Adamawa, Taraba, Benue and Nasarawa.

Disclosing this, the Director, Engineering Hydrology, Nigeria Hydrological Services Agency (NIHSA), Engr. Clement Nze, informed NaijaAgroNet at the weekend, that the riparian states and communities by the banks of Rivers Niger and Benue and their floodplains, due to systematic daily rise in the water levels on both rivers Niger and Benue, ought to be watchful.

 “Records from our measuring stations in Lokoja (River Niger) and Makurdi (River Benue) clearly show this,” he declared.

This situation, he also said, calls for watchfulness on the part of the riparian states as there is still likelihood of occurrence of river flooding, noting that Shiroro Dam has already joined Kainji and Jebba Dams in spilling water, which has contributed to the steady rise in the water level.

As at Thursday, 6th September 2018, NIHSA’s hydrological measuring station downstream the confluence in Lokoja recorded a stage height of 9.89 meters and a discharge value of 21,326 cubic metres/second as against lower values of 9.43 meters and 19,762 cubic metres/second recorded on the corresponding date of 6th September 2012.

“From the foregoing, it could be said that all the indices that caused the 2012 river flooding have manifested, Except Spillage of Water from the Lagdo Dam. For the records, it was on 29th September 2012 that the maximum flood level of 12.840 meters and the corresponding discharge of 31,692 cubic metres/second were recorded at our station in Lokoja, downstream the confluence in 2012,” Eze pointed out.

Additionally, he said that by NiMet’s 2018 Seasonal Rainfall Prediction (SRP) released earlier in the year, 28th September is the earliest cessation date of rainfall in Sokoto and Katsina, while December is the earliest cessation date for the southern coastal cities.

The implication of this, Nze explained, is that the Northern part of the country should be expecting more rains in the next three (3) weeks. High flows are still being expected from the upper catchment of the Niger Basin. The River Benue is equally rising, though the level of water as at today has not attained the level witnessed at this time in 2012. This rise in water level should not be attributed to any release of water from the Lagdo Dam in Cameroon. 

The Dam, he said, is still impounding water in the reservoir. The localized urban flooding incidents being witnessed in some cities and communities in the country are expected to continue due to high rainfall intensity of shorter duration, rainstorms, blockage of drainage system and poor urban planning, as well as coastal flooding resulting from sea rise and storm surges. States and Local Governments should endeavour to remove structures built within the floodplains, clear blocked drainages, culverts and other waterways.


In the light of the above, the following states that are contiguous to Rivers Niger and Benue should be on alert in the event of river flooding.

Anambra concludes plan to commercialise cassava production

The Anambra State government has concluded plans to commercialise cassava production by 2017, reports NaijaAgroNet.

This development, NaijaAgroNet gathered is being put together under the Fadama III additional financing, which is expected to go into value chain additional commercial production of cassava next year.

Commissioner for Agriculture, Mechanization, Processing and Export, Mr. Afam Mbanefo, told participants at a meeting with agro dealers, Chester chairmen, micro finance banks, rice and cassava off-takers on how best to maximize implementation arrangements of the project, stressing that what had been achieved in commercial production of quality, stone free rice, would be replicated in quality production of various cassava products, so that cassava farmers could make more profits.

Mbanefo also said, Governor Willie Obiano was very much committed to taking all aspects of agricultural production in the state to enviable heights, noting that any farmer in the state who was not prepared to maximize and commercialize agriculture, should quit agriculture.

He warned against any form of dishonesty or politics towards the realization of the state’s agricultural revolution, noting that the sector was a sure way of boosting the state’s economy.

The State Project Coordinator for FADAMA, Mr. Patrick Egbueh, said that the forum was intended to bring both the project and the investors together to identify areas that were not working well and effect correction in line with the implementation arrangements of the project.


NaijaAgroNet further gathered that stakeholders in attendance assured on their readiness to collaborate with the farmers in terms of credit facilities, provided the farmers met their conditions.

Anambra can feed Africa - CBN

The Central Bank of Nigeria (CBN) has commended the Anambra State government over what it tagged  the capacities of becoming Africa’s food basket, reports NaijaAgroNet.

The Director, Development Finance Department, CBN, represented by the bank’s Awka controller, Mr. C.M. Sokari assured the state and participants at the Anchor Borrowers’ Programme (ABP) in Anambra State, in Awka, that several intervention programmes have been floated by the government.
NaijaAgroNet recalls that CBN in collaboration with the Federal Government is diversifying the nation’s economy from crude oil.

The launch of the programme, he said would reposition agriculture in the country.

“To fund the programme, the CBN had set aside N40 billion from the N220 billion Micro, Small and Medium Enterprises Development Fund for farmers at a single-digit rate of nine per cent.

“…Nigeria, as we may all know, is a mjor rice producer with over 20 key rice producing states in the country most of which cultivate during both wet and dry seasons. Rice is one crop in which the country has comparative advantage to easily become self-sufficient, given the huge potentials that exist.


“The Central Bank of Nigeria has set the ball rolling and shown commitment to this programme and, therefore, expects that farmers and all relevant stakeholders in Anambra State would reciprocate by contributing their very best towards ensuring the successful implementation of this laudable programme,” he said.

18% of Anambra children under 5 malnourished - NGO

The Anambra State chapter of the Nigerian Civil Society Scale-up Nutrition, a Non-Government Organisation (NGO), has alleged that 18 per cent of children in the state under the age of five suffer from malnutrition-based stunted growth, reports NaijaAgroNet.

The Local Working Group Coordinator for the NGO, Dr. Moses Ohamaeme, told newsmen at the state capital, Awka at the weekend that a survey conducted in the South east region by the organisation showed that Anambra State is worst hit in child malnutrition.

NaijaAgroNet also reports that Ohamaeme pointed out that malnutrition is severe among children with low milk consumption as well as those whose mothers had limited knowledge of its impact, stressing that malnourished babies have a higher risk of dying at infancy and are more likely to face life-long cognitive challenges capable of leading to poor school performance and chronic health problems.

He equally said that malnutrition in children usually manifest in form of wasting which Ohamaeme described as low weight for height, stunting as low height for age and underweight as low weight for age.

Lamenting this situation in a state like Anambra, reputed for abundant human and material resources, Dr. Ohamaeme emphasized that malnutrition and its related diseases are still an issue in public health in Anambra State. The state also has the lowest median of Exclusive Breast Feeding (EBF) in the zone.

“Even though EBF in the first six months is proven to be effective in preventing children from malnutrition, the practice is still very low in Anambra State,” he said.

The Group Coordinator in Anambra State, further urged the state government to create nutritional budget lines in the state ministries of health, primary health care development agency, education, economic planning, and agriculture.

In addition, the NGO said, local governments and the state House of Assembly should as matter of urgency similarly make certain the inclusiveness of funding for maternal child and adolescent nutrition centre among others.

NaijaAgroNet recalls that on 14 November 2011, the Federal Republic of Nigeria joined the global Scale-Up Nutrition (SUN) Movement with a letter of commitment from then Minister of Health, Dr. Onyebuchi Chukwu.


Noteworthy is that then, Nigeria recognised the role of nutrition as a development issue and had committed to addressing malnutrition with the adoption of a National Health Strategic Development Plan which recognises nutrition as an important component.

Mbanefo replaces Meko at Anambra Agric Ministry




The governor of Anambra State, Chief Willie Obiano, Monday in Awka the capital of Anambra shuffled his Executive cabinet with the appointment of five new Commissioners including Mr. Afamefuna Chinedu Mbanefo to replace Sir Austin Meko, reports NaijaAgroNet


The other four newly sworn-in Commissioners including Barrister Mrs. Mary Imelda Obinuju Nwogu as Commissioner for Information, Culture and Tourism; Sir  Okey Moka for Finance; Mr. Franks Chukwuemeka Offor  for Housing & Urban Development; and Barrister (Mrs.) Uzoamaka Gladys  Ilobi for Special Duties.


Governor Obiano told the new appointees that they came highly recommended for the jobs because of the value they would add to the administration. 


“Serving in this administration is an honour to you and I expect you to live up to the challenge as members of my cabinet. As you already know, we are moving well and we have brought you on board to help move Anambra State forward,” he said.


Obiano further charged them to justify the confidence he reposed in them in their appointment. 


“You can see that among the forms you have with you is your Job Specifications. You are expected to perform based on set parameters and there is also provision for periodic reviews.”


Responding on behalf of the appointees, Commissioner for Information, Culture and Tourism, Mrs. Mary Imelda Obinuju Nwogu thanked Gov. Obiano for the opportunity given them to serve the state.

“We are highly elated and very happy to be found worthy by this administration. We are ready to work to move Anambra State forward especially in the area of the 4-Pillars of development where you have shown tremendous capacity and achievements as well as on the Enablers.”

FADAMA boosts 40,000 farmers in Anambra


Over 40,000 farmers have benefited from the FADAMA III intervention in Anambra, just as they have increased saves by 70 per cent, according to the Project Coordinator, Mr. Emmanuel Muofunanya, reports NaijaAgroNet.

The News Agency of Nigeria (NAN) report made available to correspondent, indicates that Mr. Muofunanya in Awka said that the programme also disbursed in excess of N600 million to 870 groups between 2009 and 2013.

The farmers, he said, witnessed an increase in their average income from N45,000 in 2009 to N80,000 in 2013, stressing that a survey conduct by the International Food Policy Research Institute (IFPRI) in the state revealed that the beneficiaries had improved their savings and income by 70 per cent.

“The farmers have done well in Fadama Users Equity Fund, where farmers are encouraged to save 10 per cent of their income to sustain their projects as well as in technology adoption.

Emphasising that the project development objective has been to increase the income and livelihood of beneficiaries and in that regard, the project has done well, insisting that irrigation had remained a serious challenge to achieve more successes in the state.
