Cape Verde battles unregulated fishing, joins Port State Measures Agreement

An African country of Cape Verde also known as Cabo Verde, has joined the Port State Measures Agreement (PSMA), as President Jorge Carlos Fonseca personally delivered his country’s ratification papers for the treaty to the Food and Agriculture Organisation (FAO) as part of efforts at regulating fishing, reports NaijAgroNet.

The FAO Director-General Jose Graziano da Silva who lauded Cape Verde for this step, invited the head of state to a forthcoming event in Rome to celebrate the first international treaty to focus specifically on illegal, unreported and unregulated fishing.

“Cape Verde is acting responsibly and joining the international community’s effort, led by the United Nations and FAO, to combat practices that limit sustainable access to resources that are important not only to the whole world but in particular to our island country,” said Mr. Fonseca.

NaijAgroNet recalls that as many as 60 countries have signed the PSMA will be at the special event when the Committee on Fisheries begins its 32nd session at FAO’s headquarters on July 11.

Although FAO drafted the treaty and began shepherding its adoption in 2009, the PSMA, which requires all fishing vessels to allow inspectors aboard when they stop in foreign ports, went into legal force earlier this month after over 25 countries including Cuba and the United States of America, Mozambique and the European Union acting on behalf of its 28 members deposited their instruments of adherence.

Graziano da Silva signalled FAO’s willingness to support Cape Verde’s fisheries sector, saying the agency’s collaboration with the country is “very progress”. Current projects include initiatives to tackle desertification, bolster reforestation efforts and to promote marine resources management and the Blue Economy.

Breaking News: Climate agreement prioritises food security

Food and Agriculture Organisation (FAO) has hailed the breakthrough in the climate change agreement reached upon at the COP21 which held in Paris, reports NaijaAgroNet.

This is coming as FAO Director-General José Graziano da Silva, applauded the promise to scale up funding for agriculture.

"For the first time ever, food security features in a global climate change accord," he said, stressing that the Paris Agreement often dubbed COP21, recognized "the fundamental priority of safeguarding food security and ending hunger, and the particular vulnerabilities of food production systems to the impacts of climate change."

According to him, this underlines the need to "increase the ability to adapt to the adverse impacts of climate change and foster climate resilience … in a manner that does not threaten food production." 

He further said that this is a game changer for the 800 million people still suffering from chronic hunger, and for 80 per cent of the world's poor who live in rural areas and earn income and feed their families from agriculture sectors. 

“By including food security, the international community fully acknowledged that urgent attention is needed to preserve the well-being and future of those who are on the front line of climate change threats," Graziano da Silva said.

UN enters Expo 2015 deal to end hunger

The United Nations (UN) today, Thursday signed an agreement as the major exhibitors at Expo 2015 in Milan, which will run for six months from 1 May until the end of October, reports NaijaAgroNet.

The exhibition focusing on the theme “Feeding the Planet, Energy for Life” will avail UN to bring decades of experience and expertise on food security, nutrition, hunger and poverty reduction to the table.

The three Rome-based food agencies, namely the Food and Agriculture Organisaiton (FAO), International Fund for Agricultural Development (IFAD) and World Food Programme (WFP) will coordinate the participation of the UN system under the leadership of the Director-General of FAO, José Graziano da Silva.

NaijaAgroNet confirms that already, some 22 UN agencies have submitted proposals for content and events at Expo 2015.

The Expo 2015 deal sealed at the Sheikh Zayed Centre, FAO headquarters in Rome, affirms the agreement on the UN’s participation at the 2015 World Expo signed by the UN Commissioner-General for Expo 2015 and FAO Assistant Director-General for Forestry, Eduardo Rojas-Briales, and Giuseppe Sala, Chief Executive Officer of Expo 2015.

Emma Bonino, Italy’s Minister of Foreign Affairs, José Graziano da Silva, Director-General of FAO, Kanayo F. Nwanze, President of IFAD and Claudia von Roehl, Director of the Government Partnership Division of the WFP participated in the signing ceremony.

In a related development, NaijaAgroNet gathered that before the signing ceremony, a side event “Women and Nutrition: ideas for a sustainable future,” was organized by the Italian Ministry of Foreign Affairs and Expo 2015 with the participation of Emma Bonino and David Nabarro, the UN Secretary General’s Special Representative for Food Security and Nutrition.

FAO, Brazil vote N3.15b to assist developing nations

The United Nations' Food and Agriculture Orgarnisation (FAO) has entered into a $20 million, about N3.15 billion worth of agreement with Brazil in a bid to help developing countries in the production of cotton.

“This agreement represents an excellent opportunity to demonstrate the effectiveness of South-South cooperation between developing-world partners as a vehicle for sustainable economic growth,” said FAO Director-General José Graziano da Silva while signing the agreement recently at FAO’s Rome headquarters.

FAO revealed to NaijaAgroNet in a press statement that the agreement would enable developing nations boost cotton production through Brazilians’ expertise in the production of cotton.

The agreement which is a four-year project was signed by the UN special agency, FAO, the Brazilian Cotton Institute and external cooperation wing of Brazil’s Foreign Relations Ministry, to see to the technical assistance and training in best practices in cotton cultivation and its marketing.

NaijaAgroNet gathered that the first phase of the project would be in Haiti and the MERCOSUR zone of South America, and will later be extended to some other developing countries in Latin America as well as Africa.

Commenting on the agreement, FAO Director General, José Graziano da Silva affirmed that the agreement is an opportunity for the demonstration of effectiveness of the South-South cooperation among developing-world partners.

According to the FAO chair, the agreement is a vehicle for sustainable economic growth.

While the Brazilian Cotton Institute will provide $10 million, about N1.57 billion financial support for the project with an additional $10 million from the external cooperation wing of Brazil’s Foreign Relations Ministry, FAO's Regional Office for Latin America and the Caribbean will contribute $200 000, about N31.5 million worth of nonfinancial support.

The FAO's nonfinancial contribution, NaijaAgroNet learnt entails provision of expertise and technical information and mobilising the agency's international networks for support.
