@50: IITA expands investment, launches 205.5 ha research farm

The International Institute of Tropical Agriculture (IITA) has launched a new research station in Ago-Owu in Osun state, Nigeria, as part of efforts to expand its research agenda and create impact at farm level as part of IITA's 50th anniversary, reports NaijaAgroNet.

The Ago-Owu research station, NaijaAgroNet gathered is located in Ayedade Local Government Area, Osun state, and will primarily serve as a research and training facility that will backstop the state’s agricultural programs and offer training support to the youth in the area in particular and Nigeria in general.

NaijaAgroNet recalled that in 2015, Governor Rauf Aregbesola donated a piece of land measuring about 205.5 hectares to IITA as he sought to bring research closer to the people of the state with a view to creating transformational change in the agricultural sector of the state. 

IITA accepted the offer with the signing of a memorandum of understanding and began investment on the land with the development of roads and other infrastructure.

Governor Aregbesola said he was glad the MoU with IITA moved beyond paper to implementation. He commended IITA for its research efforts in the last 50 years, adding that the research facility will advance research in Osun state with a spinoff effect on other parts of the country.

“We believe that this research facility will train and empower our youth in modern agriculture,” he said.

The inauguration of the research facility also allowed researchers to make presentations on new findings from cassava weed management, breeding, banana breeding and multiplication, cassava processing, and aflasafe—a technology for controlling aflatoxins among others. 

There was a presentation of improved seeds of maize, cowpea, soybean, yam, plantain seedlings, and cassava stems for onward distribution to farmers in Osun state. IITA also gave the governor some quantities of Purdue Improved Crop Storage (PICS) bags which provide simple, low-cost method of reducing post-harvest cowpea losses due to insects’ infestations.

The Director General, IITA, Dr Nteranya Sanginga said, IITA was happy to work with and in Osun state.

“This research facility is part of our strategy to take research closer to the people. Our plan is to make this station a one-stop shop where farmers’ needs will be addressed,” he said.
Under the refreshed IITA strategy, IITA plans to lift 11 million people out of poverty in sub-Saharan Africa by 2020 and to reclaim 7.5 million hectares of degraded land and put the land into sustainable use. Achieving this goal entails IITA expanding its partnership scope and strengthening old partnerships.

Dr Sanginga said the Ago-Owu research facility would primarily conduct research on cassava, maize, yam, soybean, banana/plantain and cowpea. “We will also be using the facility to train Nigerian youths in agribusiness,” he added.

The inauguration of Ago-Owo research station brings to six the number of such facilities in Nigeria. Others are located in Onne (Rivers State), Abuja, Mokwa (Niger state), Minjibir (Kano), and Ikene (Ogun State).

Dr Alfred Dixon, Director for Development and Delivery, IITA, said the inauguration of the research facility was a step in the right direction with the potential of bringing many benefits to the people of the state in particular, and the country in general.

He said the research facility would assist the state in accelerating its agricultural reform agenda whose particular focus is on increasing agricultural productivity and job creation.

Established in 1967, IITA is an international agricultural research institution that generates agricultural innovations to meet Africa’s most pressing challenges of hunger, malnutrition, poverty, and natural resource degradation. Working with various partners across sub-Saharan Africa, IITA improves livelihoods, enhance food and nutrition security, increase employment, and preserve natural resource integrity. The Institute operates in Nigeria and 13 research stations/hubs across sub-Saharan Africa.

WAAP: Research, development critical for agricultural transformation

... Three observations from WAAPP initiative in Côte d'Ivoire.
Africa relies on rain fed agriculture to feed its people and millions of others around the world. Rain, however, isn’t always the most reliable partner in this endeavour. Realisation of agricultural transformation in Africa will need the continent to make some changes.

The World Bank, the International Water Management Institute and many others estimate rain fed agriculture coverage in sub Sahara Africa to be greater than 95%. This places a great deal of the continent’s food production at the mercy of temperamental rain and the effects of climate change.
Earlier this month, I had the opportunity to meet a farmer in Abidjan’s Azaguiè area who has broken his reliance on rain to feed his family. Albert Kangah is the proprietor of the Plantation Dougba, a plantain plantation dedicated to producing off-season plantain.

During regular plantain season, farmers can realize prices of about 100CFA per unit but off season plantain prices rise to highs of 600CFA. By planting 3 months after other farmers have planted and investing in irrigation equipment, Albert exploits the price increase to generate higher than average income from his farm. Albert’s story provides us with an example of the possible positive impact of adopting irrigation on livelihoods and signals the possibilities irrigation provides us in improving food and nutrition security on the continent. This is what agricultural transformation is all about.

Albert Kangah is a beneficiary of the West Africa Agriculture Productivity Program supported by the World Bank and running in 13 West African countries. The West African Agricultural Productivity Program (WAAPP) was designed to respond to the challenges of improving agricultural productivity, an important part of any agriculture policy and central to the implementation of the Comprehensive Africa Agriculture Development Program (CAADP). It started in 2008 under the auspices of the Economic Community of West African States (ECOWAS), with financial support from the World Bank (WB) and coordinated at sub-regional level by CORAF/WECARD.

WAAPP aims to generate and accelerate the adoption of improved technologies in key priority areas of the agriculture sectors in participating countries. It also aims to provide producers with technologies to enhance and improve the competitiveness of their produce. The generation of technologies and innovations, including new crop varieties, is done through participating national centers of specialization hosted by the national agriculture research centers of the member states.

In Côte d’Ivoire, WAAPP’s national center of specialization focuses on plantain with farmers like Albert benefiting from the new better yielding, pest and drought resistant varieties that become available. Thanks to the inventory of plantain on his farm, he produces at least 12 tonnes a year. He says plantain changed his life. It’s not hard to see why.

WAAPP is also investing in value chain development for the priority commodities in participating countries. One example is the adoption of technology from Senegal through which at least 15% of the flour used in baking bread and pastries is corn or cassava flour. Through an improved manufacturing process, the amount of wheat consumed would reduce while improving the value of cassava and corn for producers through increased demand and new use cases. Establishing partnerships with the Union of Bakery Owners of Cote d’Ivoire has made it possible for the project to expand from the pilot 10 bakeries using the composite flour in Abidjan to more than 50 in Abidjan and two other towns up country.

I made three observations from this visit to WAAPP project sites:
  1. We need to ensure agriculture is a profitable business for Africa’s farmers if it is to become a key driver for Africa’s industrialization. Its profitability will draw young people to the farms and help lower the average age of Africa’s farmers while propelling efforts to reduce hunger, end poverty and reduce inequality on the continent.
  2. Investment in research and development cannot be left to happenstance. It must be deliberate and determined by the agricultural transformation strategy in place at the national and regional level. Data from the Agriculture Science and Technology Indicators (ASTI) shows Cote d’Ivoire’s spending, in 2011 PPP US dollars, has reduced by 50% between 1981 and 2011. During the same time the population more than doubled but plantain production did not resulting in lower per capita plantain production in 2011 than 30 years earlier. R&D on better varieties and increased adoption of better technologies could have been useful in avoiding this. They are now imperative to reversing the trend.
  3. Increased production without investment in value chains development won’t deliver the added value to small holder farmers at the point of origin. WAAPP’s effort to invest in new use cases for cassava and corn flour could result in better prices and incentivize production whilst improving the nutritional value of pastries in Ivorian society.

The work being done by WAAPP partners provides valuable lessons for other regions in the continent especially where value chains development, R&D and regional collaboration on food and nutrition security is concerned. These are some of the elements which are important for CAADP compacts if Africa’s quest for agricultural transformation is to be realised.

CEFTER to reduce N880byearly post-harvest losses by Africa




 
The former Chairman of Economic and Financial Crimes Commission, (EFCC), Dr (Mrs) Farida Waziri, has said that Centre for Food Technology and Research, (CEFTER) will reduce over $4 billion, about N880 billion estimated as the yearly post harvest losses incurred by African countries, NaijaAgroNet reports. 

According to a statement by her media aide, Mr. Ade Williams, Waziri said this while commissioning the World Bank Africa Centre of Excellence Project, CEFTER, located at the Benue State University, Makurdi.The former EFCC boss who was the chairperson at the official launch of the Centre noted that the World Bank project is coming to Nigeria at the right time. 

While counseling the managers of the Centre to make dedication and transparency their watchwords, Waziri commended the Vice Chancellor of BENSU, Prof (Mrs) Charity Angya and the Project Manager of CEFTER, Dr Barnabas AchakpaIkya for their efforts to see the project take off. Benue State University was chosen by the World Bank as one of its 10 Africa Centre of Excellence Project, NaijaAgroNet learnt. 

“No doubt, our over-dependence on oil revenue has brought us to the point where we are as a nation today. As an anti-corruption czar, I have seen how some of those nation entrusted with its oil resources in the past helped themselves more than the country. 

“With our focus on agriculture, the struggle by political office holders to steal oil fund would diminish while the national wealth will be in the hands of the people instead of a privileged greedy few. We cannot all dig oil wells in our backyard but we can all farm in our backyards. It is time to end oil-money induced corruption in our land by buying into President Buhari’s vision and take ownership. 

"I am aware the mandate of this Centre, CEFTER is to promote teaching, research and extension in Post Harvest services, enhance agricultural productivity and industrial output for the socio-economic advancement of Nigeria and Africa. I must admit that this can’t be coming at a better time than now when the new leadership of our country is already looking towards agriculture as a more reliable alternative to oil revenue. 

“With the strategic location of CEFTER in the food basket of the nation, Benue state and the caliber of hands that have been put in charge to manage the project, I will wholeheartedly seek the support of the federal government, multi-nationals and well-meaning Nigerians and our friends across the country that this is one project all of us should support in the interest of our national economy and economic development of all.”

NCRRI, others plan genetically modified cassava for Africa


The National Crops Resources Research Institute (NCRRI) in Uganda and Kenya and other research agencies are currently  developing cassava varieties under a collaborative project termed ‘virus resistant cassava for Africa,’ NaijaAgroNet reports.

The project which also involves Agricultural and Livestock Research Organization, and the Donald Danforth Plant Centre, is aimed at developing cassava varieties that are not only resistant to viruses but also preferred by farmers. When supported and released, these cassava varieties have the potential of saving farmers preferred varieties which had been abandoned because they were susceptible to cassava brown streak disease.

An agriculturist, science writer and an advocate on science-based interventions in solving agricultural challenges in developing countries, Isaac Ongu, said farmers are not only looking for resistant cassava but cassava with the familiar taste that they and their children have always eaten and enjoyed.

Genetic engineering, he said, has a great potential to preserve farmers’ desirable traits with minimum variation compared to conventional breeding that always register marked differences in tastes and texture of cassava. This project, NaijaAgroNet gathered, is not only trying to deliver resistant cassava but could rescue farmers’ preferred varieties that have been abandoned because of the viruses.

Scientists are improving cassava because of its potential in guaranteeing household food security as well as its potential as an industrial raw materials in brewery, bakery, fuel and pharmaceuticals. Anti GMO activists too are resisting biotech cassava because of its potential to deflate the balloon of lies surrounding GM crops. They are frankly scared that the new GM cassava with its focus of preserving farmers preferred traits stands a high chance of being adopted by several households — if it’s not blocked.

Anti GMO activists have intentionally twisted the fact that intercropping would work well with most genetically modified crops and misinform and scare farmers, alleging that all GM crops cannot be intercropped. One of the crops they are targeting is genetically modified and nutritionally enhanced cassava, which has been tweaked to be virus resistant, protecting Africa’s most important staple against two of the most virulent cassava viruses in Africa, the cassava brown streak disease and cassava Mosaic disease.

Italy, FAO to boost food production with 10,000 scientists

Three Italian main research institutions are partnering the Food and Agriculture Organization (FAO) to help developing countries build stronger agricultural sectors through better research and information, NaijaAgroNet reports.

The institutions, National Research Council (CNR), Council for Agricultural Research and Economics (CRA) and National Agency for new technologies, renewable energy and sustainable economic development (ENEA), NaijaAgroNet gathered, would employ over 10,000 scientists in more than 100 research institutes across Italy to tackle global food and agricultural sector challenges, including climate change, degradation of natural resources, and plant and animal pests and diseases - as well as changes in dietary patterns that affect food systems.

Confirming the collaboration, Italian Ambassador to FAO Pierfrancesco Sacco said the agreement marks a turning point in Italy-FAO relations. "In particular, the partnership will help address the growing challenge of bringing sustainability into the food and agricultural systems of developing countries; also in view of future implementation of the Sustainable Development Goals," he said.

As part of Italian’s Ministry of Agriculture, CRA's 1,700 researchers and staff performing advanced research on agriculture, food, fishery, forestry and economics, toppled with more than 100 research institutes and 8,000 CNR’s research staff on areas of research and technological development in Agriculture and Food Sciences, Bio-Medicine, Engineering, Environmental and Social Sciences achieving the set goal is reassured.
FAO Deputy-Director General and Natural Resources Coordinator, Maria Helena Semedo, during the signing event, stated that research plays a crucial role in agricultural and rural development and can unleash tremendous agricultural potential in the developing world.

"Being able to harness the wide ranging expertise of three of Italy's top research bodies will not only help countries better manage their natural resources and food systems but also support FAO's larger mission of eradicating hunger and malnutrition worldwide," she said

NaijaAgroNet learnt that ENEA operates in the fields of energy, environment and new technologies and also employs over 2,600 staff across its 11 research centers.

Adopt Forest and Land-use policies to alleviate global hunger – IUFRO

International Union of Forest Research Organizations (IUFRO), at a United Nations Forum on Forests in New York, called on countries with big forest-dependent population to adopt national policies and land-use strategies that support the planting of multi-functional trees to provide food, timber, fuel wood, medicine and a host of environmental services that could access safe nutritious food for all, NaijaAgroNet reports.
The Union, NaijaAgroNet gathered, estimates that some 805 million people – one in nine citizens of Earth – are undernourished, primarily in Africa and Asia. At the same time, between 1.2 and 1.5 billion people worldwide depend on forests for all or most of their diet and livelihood.  
Stepha Mcmullin, social scientist and member of the Union report’s Authors, also concurred that forests and tree-based farming systems such as agroforestry can complement agricultural production to ensure greater food security and better nutrition for some of the world's most vulnerable communities.
“If you're familiar with shade-grown coffee, then you have an idea of what agroforestry is all about. By planting fruit trees and other useful species, selectively weeding and otherwise managing the forests as intensively as any farmer might tend their fields and rotate their crops; people all over the world have created gardens that resemble natural forests in many ways, including providing suitable habitat for a diverse array of flora and fauna.” He said.
McMullin who, NaijaAgroNet gathered, advocated that forests and tree-based systems also benefit people indirectly, sited an instance in the Sahel region of Africa, noting that by planting trees, poor farmers have turned millions of acres of what had become semi-desert by the 1980s into more productive land, where trees now account for 80 per cent of average household incomes in the region, largely through shea-nut production.
Coordinator of IUFRO’s Global Forest Expert Panels initiative, Christoph Wildburger, told NaijaAgroNet that tree-based farming can help prevent climate change calamities, which is also a threat, not just to the productivity of agroforests but to conventional agricultural operations, as well.
“Large-scale crop production is highly vulnerable to extreme weather events, which may occur more frequently under climate change. Science shows that tree-based farming can adapt far more better to such calamities. We know that forest already play a key role in mitigating the effects of climate change. It should also be made very clear that they also play a key role in alleviating hunger and improving nutrition.” He said.

Ultimately, lack of community control over forests and, of course, deforestation could limit the abilities of forests to enhance food security. Forest management in most countries is fragmented across different governmental agencies and administrative jurisdictions.
